    Award for Caerleon

    Caerleon Mudgee may still be in its early stages but the 1200-lot development is already collecting industry awards.

    At the Planning Institute of Australia NSW Division awards held recently, Caerleon Mudgee picked up a commendation in the Best Planning Ideas – Small Projects category.

    The award was presented to the collaborative parties involved in the project including Elton Consulting, Caerleon Mudgee Ltd and Mid-Western Regional Council.

    On Wednesday Caerleon Mudgee director, Nathan Davis, said each of the teams involved were proud of this early success.

    “We look forward to receiving similar awards and results in the near future as we now kick-off our pre-sales campaign and aim to start earthworks early in the new year,” Mr Davis said.

    The residential urban release was recognised by judges as a success because of “close collaboration between the developer, local council and consultants but also the co-operation received from government agencies.”

    The project has included the preparation of a planning proposal, accompanying Development Control Plan, more recently the determination of a Development Application for stage one and a $15.4 Million Voluntary Planning Agreement.

    “This project is the most ambitious land development project ever undertaken in this regional area and has resulted in the vision identified in Council’s Comprehensive Land Use Strategy being realised through the planning proposal and DA,” the judges citation read.

    “With unprecedented growth in the resources sector, Council was proactive in marketing the region as providing an opportunity for a proponent to facilitate the development of up to 1200 new residential lots, a new neighbourhood centre, infrastructure and a range of lot sizes in the short term to meet the housing demand.

    “Design guidelines to achieve an integrated outcome were prepared to help local building firms as well as “mum and dad” builders to obtain approvals.”

    Mid-Western Regional Council manager of development and community services, Catherine Van Laeren, said the collaborative process led by Council with state government agencies including the NSW Department of Planning and Infrastructure, Office of Water and Office of Environment and Heritage and the proponents meant there were reductions in processing time. This reduced rezoning turnaround time, reduced development costs and resulted in better funding with delivery of infrastructure, including a major subsidy under the Local Infrastructure Renewal Fund.

    Mrs Van Laeren said the commendation was rewarding from a process that started some years ago when Council invited project developers for a tour and workshop within the region. This began Caerleon Mudgee Ltd coming on board.

    Tha major award for the Best Planning Ideas – Small Projects category went to Place Design Group in conjunction with Warringah Council, Cardno, Godden Mackay Logan and Elton Consulting for the Dee Why Town Centre Master Plan.
